The proposed expansion of its west wing, which the museum calls a renovation project yet includes growth into two levels below ground and three above, has the potential to alter public views of Balboa Park’s landmarks, including one of the city’s most iconic perspectives: the California Tower as seen from the Plaza de Panama.
A simple photographic comparison of the architect's early proposal at the same vantage point in the plaza demonstrates the impact: Shifting the museum's proposed building just 50 feet north or west significantly diminishes the view of the tower and the park. Even small changes in placement can compromise what is arguably the most celebrated vista in San Diego.
During our recent meeting with museum staff and the architectural team, SOHO emphasized the importance of ensuring that any new design is compatible with the Balboa Park's historic character. The project lies within a National Historic Landmark District, which requires careful attention to harmony with surrounding historic buildings and landscape.
We acknowledge the exceptional work of the museum's renowned British architect, Norman Foster and Foster + Partners, in integrating contemporary architecture into historic contexts, as demonstrated at the British Museum and the Reichstag. With the firm's expertise, a thoughtful and sensitive approach can be achieved here.
SOHO requested that the design team approach the project as though the original 1915 Science and Education Building were still standing, restoring significant facade elements and perimeter along the historic Prado and Plaza de Panama. This approach would not only preserve and enhance critically important historic views but also provide the museum with a stronger, more engaging presence on the Prado—something the current proposal does not fully achieve.
Additionally, the existing 1966 Modernist west wing, designed by San Diego's Mosher and Drew Architects is likely to be recognized as historically significant in its own right, adding another layer of importance to thoughtful planning.
Meetings with the SDMA have been engaged and respectful; however, no acknowledgment of design adjustments has been made to date. SOHO will continue to monitor this project closely.
