SOHO President's Message

David W. Goldberg, SOHO presidentFinally, it's over! 2020, one of the most tumultuous years on record, is now behind us. Although it's generally a fool's errand to try to predict the future, I believe the initial signs point to 2021 being a much better year. With mass distribution of effective COVID-19 vaccines in progress, we could return to a more normal state of affairs in relatively short order—assuming general acceptance of the vaccines.

Although the pandemic has altered daily lives and impacted priorities, it hasn't stopped the ongoing threats to historic resources which continue unabated. Interestingly, one of the most important tools used by SOHO to protect historic resources both before and during these unprecedented times, the 45-year review process, is neither well known nor understood, especially outside of the preservation community.

Under the 45-year review process, as administered by the City of San Diego Development Services Department, a historical screening process is required for sites with buildings 45 or more years old. Properties meeting this criterion are posted online, which SOHO then monitors and reviews for historic significance. Although most structures don't meet the required threshold to be deemed historic, the 45-year review process is a very effective and proactive way for SOHO to flag important structures early in the process.

Significantly, SOHO is the only organization in San Diego with trained professional staff regularly checking and evaluating additions to the 45-year review list on a citywide basis. I cannot overstate the importance of this function, and the knowledge and expertise SOHO brings to the table.

If the 45-year review process represents an early intervention preservation tool, the annual Most Endangered List (MEL) can best be described as the tool of "last resort."

Historic and cultural resources are only added to MEL after all other options have failed. I've always had something of a tortured relationship with MEL because it leaves me with a sense of angst and feeling conflicted. I'm grateful the resources still exist, and I'm hopeful that workable long-term solutions can be found, but troubled knowing that in all likelihood there will be losses.

In 2020, six resources were added to the list, and two removed—the La Playa Piers, which most likely are saved by the Port of San Diego's Master Plan Update, and lost is the national award-winning San Diego Stadium, which is currently being demolished in Mission Valley. MEL's success rate is mixed, but without SOHO the losses would be much greater. That is why we exist.
